| Posted: 29 Aug 2012 06:04 PM PDT  Under new CAFE rules plug-ins, natural gas, hydrogen cars are "incentive multipliers" Filed under: EV/Plug-in, Hybrid, Hydrogen, Legislation and Policy, USA The new Corporate Average Fuel Economy (CAFE) standards for model year 2017-2025 vehicles was finalized at 54.5 miles per gallon today. The official rules document, though, is a whopping 1,230 pages long, and it take a while to decipher what in there. Things like the incentives for what the Environmental Protection Agency calls "game changing" advanced vehicle technologies. You can download the whole thing in PDF, but here are the pertinent points when it comes to the incentives. First off, they're not incentives for consumers, the way you can get a $7,500 tax credit for buying a high-capacity plug-in vehicle. Instead, they are corporate credits, which allow electric vehicles, plug-in hybrids and fuel cell vehicles (rules for natural gas credits are in the works) to give the company making the cars a bit of breathing room with its gas-only vehicles by acting as "incentive multipliers." It turns out, Businessweeks says, that Honda, which was one of the automakers not in favor of these higher standards, could benefit greatly from them because of the fact that it sells the Civic Natural Gas, which qualifies for the incentives. Here's how the incentives work: This multiplier approach means that each EV/PHEV/FCV/CNG vehicle would count as more than one vehicle in the manufacturer's compliance calculation. EPA is finalizing, as proposed, that EVs and FCVs start with a multiplier value of 2.0 in MY 2017 and phase down to a value of 1.5 in MY 2021, and that PHEVs would start at a multiplier value of 1.6 in MY 2017 and phase down to a value of 1.3 in MY 2021. EPA is finalizing multiplier values for both dedicated and dual fuel CNG vehicles for MYs 2017-2021 that are equivalent to the multipliers for PHEVs. All incentive multipliers in EPA's program expire at the end of MY 2021 (page 57). There is also this: For EVs, PHEVs and FCVs, EPA is also finalizing, as proposed, to set a value of 0 g/mile for the tailpipe CO2 emissions compliance value for EVs, PHEVs (electricity usage) and FCVs for MY 2017-2021, with no limit on the quantity of vehicles eligible for 0 g/mi tailpipe emissions accounting. For MY 2022-2025, EPA is finalizing, as proposed, that 0 g/mi only be allowed up to a per-company cumulative sales cap, tiered as follows: 1) 600,000 EV/PHEV/FCVs for companies that sell 300,000 EV/PHEV/FCVs in MYs 2019-2021; or 2) 200,000 EV/PHEV/FCVs for all other manufacturers. Starting with MY 2022, the compliance value for EVs, FCVs, and the electric portion of PHEVs in excess of individual automaker cumulative production caps must be based on net upstream accounting (page 57). So, basically, if you sell an advanced powertrain vehicle, it can count more toward your CAFE requirements than your high-mpg gas-powered car. The EPA is obviously trying to balance a lot of different powertrain types in this document, and that's a good "all of the above" strategy. Since yesterday's announcement, the Electric Drive Transportation Association issued a relatively positive statement about 54.5 mpg, but is reserving a bit of judgment: EDTA is conducting further analysis of the rule and looks forward to continuing our communication with the EPA and DOT on the best ways to achieve our common goals. Everyone's favorite automotive video personality and UK writer recently stopped by the AMG facility to take a tour and get cozy with the Mercedes-Benz factory modification outfit's heritage collection. Harris had his pick of everything in the stable, and while there were undoubtedly many models worth his consideration, in the end, the choice of which vehicle to wring out in the rain was a simple one. After all, there are only so many chances in life to snug one's self into a 1986 AMG Hammer. While the machine's 381 horsepower is paltry by today's standards, this coupe holds down a place in the automotive pantheon of legendary machinery. With a 6.0-liter V8 sucking through a set of AMG four-valve heads, the Hammer effectively bent the BMW M5 over to teach it a thing or two about large cars moving quickly. Watching the machine wag its tail all over the German countryside is a thing of bliss. But is that exclusivity enough to make it more tempting Volkswagen than an original 1987 Scirocco? To help find out, Jason Cammisa of Automobile magazine went to Germany to pit the original Scirocco against the current model that we don't get to play with. Its interesting to look at the way the two cars stack up on paper. The '87 Scirocco that belongs to Cammisa makes 175 horsepower and 150 pound feet of torque from a 2.0-liter 16-valve inline-four engine. Cammisa's 2.0-liter engine is larger and more powerful than the 1.8-liter found in the original car, but it sure makes this compare interesting. The 2012 Scirocco utilizes a 1.4-liter turbocharged four pot to make only 160 horsepower but 177 lb-ft. Meanwhile, the wheelbase of the new car is exactly seven inches longer than the OG Scirocco. The electric-vehicle battery-swapping company said Tuesday that it received a 40-million euro (U.S. $50 million) loan from the European Investment Bank, marking the company's first credit line after raising all of its existing funding in the form of equity. Better Place will use most of the funds to expand its battery-swapping network throughout Denmark and will use the remaining money to do the same in Israel. Founder Shai Agassi said that the funding will get Better Place a step closer to building out a charging "corridor" between Copenhagen and Paris in which EV drivers will be able to swap batteries all along the 750-mile drive. Better Place said in January that it had raised about $750 million in funding since being founded in 2007. In February, Bloomberg News reported that Better Place would likely go public within two years in expectations that funding opportunities would increase as EVs become more prevalent. Earlier this summer, Better Place said its vehicles had been driven over a million kilometers (625,000 miles) through standard recharging and by using battery-swapping stations in Israel and Denmark. At the time, the company, which uses Renault Z.E. In the 14 years since BMW bought Rolls-Royce, its English brand has the Phantom and Ghost - with three variants at the Phantom's much higher price point. Rolls-Royce doesn't chase sales, but the difference in the brand direction helps explain why Bentley has sold more cars in the first six months of this year than Rolls-Royce sold all of last year. And even though Rolls-Royce isn't solely about the tally, it would still like to improve on the 3,538 cars it sold last year - a sales record that eclipsed a mark set in 1978. To do so its CEO is planning one or two more Ghost-based models beyond the as-yet-unnamed Ghost Coupe due next year, perhaps to be called the Corniche, according to a report in Autocar. A convertible version of the Ghost Coupe is the obvious guess for one of them, and it would get the double-R "closer to 4,000" sales, where the CEO would like to be. Sales might not be the only part of it, though; the headline of the Autocar piece says the CEO wants the new models because they're "required to give Rolls-Royce a proper identity." The Volt will join models such as the Chevrolet Cruze and Equinox as well as the Opel Astra on the new platform. The first vehicles using it will be delivered in 2014 and about 2.5 million crossovers and compact sedans will get the new platform by 2018. GM declined to confirm such plans to the Daily News and company representatives didn't immediately respond to a request for comment from AutoblogGreen. Sales for the 2012 Volt have gained momentum since GM temporarily halted production a few months ago to allow dealers to work down their inventory. Now the niche English motorcycle firm needs to submit and receive approvals for safety and compliance documentation from the National Highway Traffic Safety Administration, as well as complete other paperwork protocols for the Environmental Protection Agency and California Air Resources Board. Then it can submit individual requests to each state, and assuming all of that goes well, it can start shipping its modern retro wares here. That doesn't, however, mean you can expect to own a Norton as soon as the mountain of paperwork has been scaled. If an article called "Nortongate" on the motorcycle site Hell for Leather is to be believed, Norton is now very poorly run, citing a woeful record of failing to deliver bikes - not to mention properly engineering it 961 line. Thus, U.S. approvals might not mean much. The company isn't throwing out too many details at the moment beyond saying executives are looking at the possibility of creating a spiritual successor to the Mazdaspeed6. While speaking with the publication, Hiroshi Kajiyama, program manager for the Mazda6, admits a performance version has lots of potential, and that such a machine would be helpful for the brand. If a hotter four-door hits the market, it will likely be lighter than its common sibling with around 100 fewer pounds to lug around. It may also bow with a turbocharged version of the currently-available diesel mill. Meanwhile, Autocar reports the new Mazda6 may spawn a two-door variant as well. Akira Tamatani, Mazda chief designer, said he would love to make such a vehicle, though no solid decision has been made one way or the other. What else does Mazda have planned for its newest model? A fan of both the car-thieving game series and the Back to the Future movie franchise managed to bring his two loves together by crafting a Marty McFly skin for game's Niko character. That's hardly impressive, but whipping up an accurate recreation of Doc Brown's time-travelling DeLorean DMC-12 in the game is something else entirely. YouTube user seedyrom34 has developed a detailed vehicle skin complete with an interior with a working flux capacitor. That's not all, either. The car features a working keypad for punching in dates and times. When the car has plutonium and the time circuits are active, the player can "time travel" on command, laying down two streaks of fire and jumping into the future or past in the process. The new compact hybrid from Toyota is the first hybrid to be added to the Japanese automaker's College Grad Rebate Program, which offers $1,000 off for buyers of lessees of the model. Toyota Financial Services recently added the Prius C to the list of models that so far includes the Corolla, Matrix, RAV4 and Yaris. New buyers who use the program can also benefit from no money down and no payments for three months. All qualifiers have to do is show proof of graduation within the past two years or within the next six months - oh, and proof of a job. And thanks to leaked pages from a document detailing the new Golf's features, we know a little more about it ahead of time. We'd heard before that the Mk VII would be about 150 pounds lighter than the Mk VI, but a graphic that looks like an indication of where high-strength steels are used is captioned with "More comfort. More safety. -100 kg," meaning an even more impressive 220-pound drop is apparently in store. As one would expect, dimensions have grown all around. Overall length is up by 2.2 inches, wheelbase grows by 2.3 inches, the stretch meaning a mite more room for passengers in front and back with a cabin length increased by 0.56 inches. Even with the added girth, fuel economy is said to rise by as much as 23 percent. The available feature set has also grown, with cylinder deactivation, the front transverse differential lock we've been expecting, fatigue detection and traffic sign detection, driving profile selection, run-flat tires and a "multicollision brake" just a few among a long list of particulars. The retro-styled hatchback has shown up in Japanese dealership literature for the first time, according to CarScoop. Behold the N-One, a minicar designed to take on the Fiat 500 at its own game. The street-worthy machine ditches the LED lighting arrays of the original concept in favor of more traditional units, and designers chose to adorn the back hatch with a large chrome accent bar below the rear glass as well. We could do without that change. Step indoors, and Honda looks to have abandoned the retro styling of the N Concept in favor of a parts-bin raid on the N Box +. The move is fitting considering both kei cars ride on the same platform. Under the hood, buyers can expect to bask in the glow of a 660-cc three-cylinder engine paired with a CVT. Power can be shuttled to either the front wheels or an all-wheel drive system depending on trim. Honda hopes the addition to the company's lineup will help boost minicar sales to 280,000 units per year. A production version of this diesel plug-in hybrid car is expected to return 235 miles per gallon, and it could be on sale in limited numbers by next year. Looking very much like the 2011 Volkswagen XL1 Concept, this prototype stands out with its streamlined shape and its inset, narrow rear track. The last time we saw the XL1 in prototype form, it had door mirrors mounted outside the car either as camouflage or in place of the side cameras, but these latest shots show that the car will in fact rely on cameras for driver visibility. The lack of door mirrors should help keep the car sleek - Volkswagen listed the concept's drag coefficient at just 0.186. This car is also missing the full rear-wheel covers that will give the car optimal aerodynamics. With the gullwing-like doors open, we can also see some of the interior, which has a very similar appearance as the concept including the large gauge cluster, navigation screen, shift lever and center stack controls. The instrument panel and A-pillar look to made from carbon fiber. One thing we can't see from this shot is the arrangement of the passenger seats. The concept car featured an offset seating configuration, and it isn't clear if this will carry over to the production design. From these shots we can also see into the rear engine compartment showing a large cooling fan over what is expected to be a small, two-cylinder diesel engine. Para que puedas observar todos los detalles de los dos nuevos modelos, hemos creado dos galerías de mayor tamaño al habitual y de paso, si alguno quiere, puede utilizarlo como fondo de pantalla. Lo único que nos queda para completar la información es algún vídeo promocional en el que se vean ambos modelos en movimiento. After five years of development, the Cosworth Vega was born. Sometime that year, somebody in Farmington, Ill. bought Cosworth Vega No. 1,094 of 2,061 cars built that year and promptly stored it away. After changing hands several times, including in 2000 for $9,500 then again a few years later for $28,600 at a Mecum auction, No. 1094 is again available to a new owner. The eBay Motors Buy-It-Now price from RK Motors of Charlotte, NC is $34,900 - no small ask. However, this is quite possibly the lowest miles, most pristine 1975 Cosworth Vega extant. The odometer shows only 290 miles, and the satin black paint is all original. Inside, the carpet looks factory fresh, and the engine-turned bezel around the instruments gleams like the day it was born. Auto Shows, RussiaNissan has taken advantage of the Moscow Motor Show to unveil a new Russian-specific sedan with an old name. The Nissan Almera is a new offering that will be built in Russia and feature attributes that, according to Nissan, "meet the unique demands of the Russian market." What exactly does that mean? The Almera features raised ground clearance (just check out the gaps in the wheel wells), special anti-corrosion treatment for the chrome bits and added production for the underbody. The new Almera will be be built in the Russian city of Togliatti, which is also home to plants for automaker AutoVAZ. The emphasis here is on basic, robust construction - even underhood, where a yestertech 102-horsepower, 1.6-liter engine is protected by a steel skid plate. The Almera rides on a ground clearance of 6.3 inches, which according to Nissan, is best in class, as is trunk room. The Almera is the latest move stemming from Nissan's desire to expand its Russian automobile business - as of late May, the brand represented 5.9 percent of the market. This is the first step in a plan that Nissan hopes will bring its market share to ten percent by 2016.
